Purpose & Goals

Collin County is studying a proposed new-location freeway that extends from State Highway 121 (SH 121) to the future U.S. 380 Freeway, covering approximately 10 miles.

Interchange revisions are anticipated along SH 121, the Collin County Outer Loop (CCOL), and the U.S. 380 Freeway. The County aims to identify and preserve the corridor needed for the Collin County Northeast Freeway (CCNEF).

ORIGIN DESTINATION ANALYSIS

The study of travel patterns in the Collin County Northeast Freeway area used Replica Fall 2024 mobility data to estimate daily trips, origins, destinations, and travel times.​

Results show balanced directional flows, with diversion potential highest on SH 121(35%) and US 380 (22%), along with 189,000 pass-through trips and travel time savings of up to 24.5 minutes.

The proposed CCNEF would enhance north–south connectivity, reduce congestion, shift freight off local streets, and support future regional growth.

Safety Analysis

Between2020 and mid-2025, 411 crashes were recorded, with roadway departures, intersection crashes, and speed-related incidents being the most significant contributors to fatalities and serious injuries.

The high risk corridors are segments of SH 78 and FM routes with elevated crash rates relative to volume.​

The analysis highlights that while crash frequencies peaked in 2022 and declined thereafter, targeted safety improvements are needed at intersections high-speed segments, and departure-prone corridors to reduce severe crashes.

Historical Growth Rates

Traffic in the Collin County Northeast Freeway area is rising faster than the statewide average from TxDOT data.​

FM roads and SH 78 show the highest increases, while SH 5 remains flat.

This trend highlights the need for added roadway capacity and future improvements.​

Planning for Our Future

Collin County is one of the fastest growing counties in the state and nation. In 2019, it was estimated that 80 new residents moved to Collin County each day.

The study area includes major roadway networks, rapidly expanding communities, and critical utility infrastructure. Collecting data on existing conditions and identifying major constraints will help inform future planning efforts and highlight both opportunities and challenges in the study area.

Building off Previous Efforts

The Collin County Future Mobility Study (completed in December 2024) considered the challenges of rapid development in Collin County by engaging the public and stakeholders to identify current and future transportation needs.Surveys were made available during public and stakeholder involvement efforts of the Collin County Future Mobility Study.
